To check out what Boulder voters think about growth issues, Boulder Speaks Out commissioned a survey by Talmey-Drake Research & Strategy, Inc. during June 1-10, 2003.
The survey was originally intended to inform us rather than to be a public document. However, we decided to release the survey and report because the information is relevant to both City Council decisons and the general public.
Methodology
The survey was conducted with 300 randomly selected active voters in the City of Boulder. Voters who did not vote in the November, 2002 general elections were screened out. Approximately equal numbers of males and females were interviewed. The margin of error was 5.7%.
We wanted the survey results to be truly useful to us, so we asked Talmey-Drake to be especially careful that the questions were accurate and informative but not leading in any way. We recognized that it would be impossible to provide all the relevant information in any telephone survey simply because of time constraints, but we feel that Talmey-Drake did the job professionally and in an unbiased fashion.
Additionally, readers will note that a number of initiatives were tested. Of particular interest may be the initiatives that relate to requiring maintaining the current levels of service for transportation and water. These initiatives are based on the notion of requiring "concurrency" in the provision of public facilities as growth occurs. Models for ordinances requiring concurrency already exist in various states as well as in our neighboring city of Fort Collins for their transportation system.
