Home >> Annexation by Vote >> The Initiative >> Annexation Agreement An annexation agreement is a contract between the City and the persons or entity that own the parcel to be annexed that specifies the zoning that the parcel will receive when annexed and obligations (financial and other) the owners and the City will have, such as construction of roads, provision of certain services, limitations on locations and types of development, etc. The initiative limits changes to this document so as to ensure that once annexed, the Council cannot decide to increase the amount of development allowed on the property or excuse the owners from financial obligations they agreed to prior to the annexation.
