Parcels for which a valid annexation petition has been submitted are already pretty far along in the process, and it would be reasonable to allow them to continue without requiring a vote. A list is contained in the City Council agenda packet of March 20, 2006 (PDF). The City is uncertain as to the existence or status of old annexation petitions, thus the beginning cutoff point was set at January 1, 2000.
